Addressed to Peking No. 89 of October 4.

My immediately preceding telegram: paragraph 2.

If I have been reliably informed Military authorities have no intention of releasing ships unless we can and will guarantee that no Japanese warships will enter the passage cleared for our ships. My informant says that blockage is complete and matter of urgent military necessity in which no local civil authorities can intervene.

Repeated to Nanking No. 80, Commander in Chief telegram No. 30, Governor of Hong Kong telegram No. 37, Commodore Hong Kong Io. 32, Foreign Office No. 29.
